Can't access any content

Just as in the topic. Every section of Council, Library and Factory is "blank" - there is no data in them, just the instruction how to use the page. Now it's not that I'm not following it, because it's simply impossible to do so. Few weeks ago it was even impossible to connect with the main page.
Is there something wrong? And what are the chances for the content of this server to return?
