You can offer to rescue her, and require him to train you as a reward. Follow the path and get ready for a big fight. All of the 8 gang members are quite heavily armed and ready to rumble (make sure you search the bodies after the battle for extra loot).

When you meet him, he is down on his luck. His factory has been smashed by Half-Ogres who stole his flying machines (the same ones which shot down the Zephyr). Without proof that he actually built flying machines, he will be thrown in prison.
If you still have the damaged camera from the crash site, this has photos of the incident. If you don’t have it, you will probably have to trek back to Shrouded Hills to get it.

When you talk to him, he will insult you. You need to keep insulting him back until his reaction to you increases up to 60 at which point he will talk to you more normally.
Sammie gets his kicks out insulting and embarrassing people. He will train you if you strip naked and run around the park and the main street of Tarant (to the jeers of the public and your companions).
You will gain the reputation of the pervert of Tarant for doing this and your reputation will drop (people will remember this, seemingly everywhere).
If you run a second lap naked, he will give you a Hand Cannon as a reward for being a good sport.
Editor’s Note – If you are a really ugly character (in my case a half-orc with a beauty of 1), your reputation will drop so much that people will attack you on sight. Goto the Mysterious Location, after killing a few dogs, you will find a skeleton next to a hollow stump. In this you will find a note, which tells you to look at the note in Mushroom’s bright firelight.
Go back to the Mushroom Inn and relook at the note.
