Of course Batman isn't limited to one country or City, but there is currently and evil clan of Mexican drug lords working to destroy the whole of Gotham city in order to get rid of Batman and building the Worlds Biggest Drug factory.

The Warlords are more likely to exchange those minerals with money. Because not all the weapon dealers wants to have diamonds and/or gold as payment. It is sometimes hard to white wash gold and diamonds.

There is probably a high chance that they want to capture one or two mines to get a steady income.
